L'Oreal Go360 Sensitive Skin Cleanser achieves these two functions with the help of 2 mild surfactants, namely disodium coco-amphodiacetate and coco-betaine. It also has a stronger surfactant, sodium laureth sulfate, that comes lower down in the ingredient list. The combination of these 3 surfactants can gently yet effectively cleanse oily to combination (or normal) skin type.

L'Oreal Go360 Sensitive Skin Cleanser comes with scrublet that can be used to scrub face for 360-degree cleaning as advertised by the company. It is good option to convert a normal face wash into the scrub, however, daily use of scrublet is NOT indicated especially in the sensitive skin.
